SEI's MiCA White Paper Is Now on Record Across Europe

A crypto-asset white paper for SEI, notified under MiCA by OKX Europe, gives platforms and institutions across 30 European markets a common public reference for evaluating the asset.

SEI's MiCA White Paper Is Now on Record Across Europe

A crypto-asset white paper for SEI, prepared under the EU's Markets in Crypto-Assets Regulation (MiCA), is on public record in Europe.

The paper was prepared and notified by OKX Europe Limited, a crypto-asset service provider (CASP) licensed by the Malta Financial Services Authority (MFSA) under MiCA. OKX Europe filed it to support the admission of SEI to trading on its platform, and it is listed in the European Securities and Markets Authority's (ESMA) Interim MiCA Register.

Malta is the home Member State. The paper lists 30 European Economic Area (EEA) countries in total, covering every EU Member State plus Iceland, Liechtenstein, and Norway.

What the White Paper Is

Under MiCA, a person seeking admission of a crypto-asset to trading in the EU or EEA must prepare a white paper, notify it to the relevant national authority, and publish it.

These papers follow a common structure. They cover the issuer, the offeror, the asset, holder rights, technology, risks, and admission-to-trading details in a format designed to be consistent and comparable across assets.

OKX Europe is the offeror and author of the SEI paper, and the Sei Foundation is listed as the issuer. The paper concerns admission to trading only. There is no public offer, and no funds or crypto-assets are being raised in connection with it.

What It Records About SEI

The white paper describes SEI as the native asset of the Sei network, with three core functions:

  • Gas: SEI is used to pay transaction fees on the network.
  • Staking: Holders can delegate SEI to validators to help secure the network under delegated proof of stake.
  • Governance: Holders can participate in protocol governance by voting on onchain proposals.

It records SEI's maximum supply of 10 billion tokens and classifies SEI as a utility token. It also states that holding SEI carries no claim to profits, dividends, or assets of the issuer. SEI is identified by the Digital Token Identifier (DTI) P4JBC8R50.

What Publication Means

Publication on ESMA's register means a standardized MiCA disclosure for SEI exists and is publicly available to anyone. It does not mean an EU authority has reviewed or endorsed SEI.

The paper is direct on this point: "This Crypto-Asset White Paper has not been approved by any Competent Authority in any Member State of the European Union. OKX Europe Limited is solely responsible for the content of this Crypto-Asset White Paper." (Crypto-Asset White Paper - SEI, © 2026 OKX)

Publication also does not guarantee a listing on any particular platform. Each venue makes its own admission decisions.

Why It Matters

MiCA gives Europe a single rulebook for crypto-assets, and a notified white paper is part of the established pathway for bringing an asset to European trading venues.

For SEI, that means exchanges, brokers, and institutions across 30 European markets have a common public reference when evaluating the asset. They can review how SEI works, what rights it carries, and what risks it involves in a recognized, comparable format.

SEI is available to users in Europe on OKX EU and Revolut, and the MiCA white paper has supported that access.

Building for European Markets

Sei is the blockchain built for trading and tokenized markets. Those markets depend on clear information and trusted venues as much as on fast infrastructure.

A standard disclosure on Europe's central register is part of that foundation. It helps the platforms and institutions that serve European users evaluate SEI on consistent terms.

FAQ

Does this mean SEI is approved by EU regulators? No. The white paper was notified under MiCA by OKX Europe, a licensed CASP, and is listed on ESMA's register. White papers of this kind are not approved by competent authorities, and OKX Europe is solely responsible for the paper's content.

Who prepared the white paper? OKX Europe Limited prepared and notified the paper as the offeror seeking admission of SEI to trading on its platform. The Sei Foundation is listed as the issuer.

Does this guarantee SEI will be listed on more European platforms? No. The paper provides a standard disclosure that platforms can reference, and each platform decides independently whether to admit SEI to trading.

Which countries does it cover? Malta is the home Member State. The paper lists 30 EEA countries in total: all 27 EU Member States plus Iceland, Liechtenstein, and Norway.
